I think the issue of minister to be graduate wont apply as ruling depends on your wisdom.There it is not a matter of being a graduate as in you can be a graduate and you are not a good laeder.
Ministers should be learned persons whose skills and knowledge should be indisputable. therefore ministers without degrees should be unheard of if we are intending to build a civilized and modern society which is competitive in the global arena.
Semi illiterate ministers should be sacked and replaced with learned ones who are capable of applying the knowledge they have to improve the lives of kenyans.
